Our History

Established as a non-profit 501(c)3 in June 1978, Bay Aging has a rich history of delivering professional quality programs and services for people of all ages in the Middle Peninsula and Northern Neck (MP/NN). The MP/NN region covers over 2,600 square miles and encompasses ten rural counties—Essex, Gloucester, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond and Westmoreland—and two planning districts.

All the jurisdictions within the region are fully or partially designated as Medically Underserved Areas by the Health Resources and Services Administration. Many residents are extremely isolated and in need of services.

Bay Aging is known for its ability to collaborate and form partnerships with federal, state and local governments, community and civic groups, faith communities, and businesses. It is a large part of Bay Aging’s culture to partner with others to help strengthen the Middle Peninsula and Northern Neck’s livable communities.

Bay Aging is also known for its innovation and leadership in developing new services that help meet the needs of its citizens. Bay Aging provided the leadership to create the Northern Neck/Middle Peninsula Telemedicine Consortium connecting rural health providers with the University of Virginia’s telemedicine system. In 2009 Bay Aging led the charge to deliver veteran-directed home and community services for veterans and their families.

Bay Aging is the only Area Agency on Aging in Virginia to provide this service.

In 2013 Eastern Virginia Care Transitions Partnership (EVCTP) became one of two Virginia entities accepted by the Centers for Medicare and Medicaid Services to deliver care transi- tions intervention to people in eastern Virginia via the formal partnership of EVCTP. Today, this program is known as VAAACares® and provides care transitions and chronic care management across the state that reduce readmissions, improve health outcomes and lower health care costs.In 1996 Bay Transit, a service of Bay Aging, began public transportation service with one bus in Gloucester County. Bay Transit now has a fleet of over 50 buses providing the only public transportation available for people of all ages in the MP/NN region. In 2009 service expanded to the counties of New Kent and Charles City making Bay Transit’s service area larger than the state of Delaware! Other expanded transportation initiatives include New Freedom Mobility Management, MedCarry non-emergency medical transportation, four fixed-route transportation services and three seasonal trolleys.

Bay Housing is a tremendous economic benefit to the region by investing over $34 Million in single family projects with such programs as Weatherization, Indoor Plumbing Rehabilitation, Community Development Block Grants, Elevation Projects and Emergency Home Repair. Since 1981 Bay Aging staff has worked on over 4,560 homes to make them livable, safe and energy efficient. In addition, over $30 million in capital has been invested in senior apartment communities for people 62 years and older. Bay Aging developed and manages 10 communities which include a wide array of support services for its residents. The newest housing project is Daffodil Gardens II, a tax credit project that is scheduled to break ground in 2019.
